The Vice Chancellery for Treatment of Urmia University of Medical Sciences and Health Services, in line with realizing the directives of the Supreme Leader regarding the General Health Policies, the implementation of the Health Transformation Plan, and the country's social, economic, and cultural development program based on the "Healthy Person and Comprehensive Health" approach, and considering the necessity for integration in policymaking, planning, monitoring, supervision, evaluation, and accreditation for the management of therapeutic service delivery in the covered regions, pursues the following objectives:
· Equitable access and utilization of quality, safe, effective, efficient, and timely health services and care for all members of society.
· Financial protection of people against the costs of health services and care in accordance with current national laws.
· Enhancing the level of accountability and responsiveness of the service delivery system.
· Increasing the satisfaction level of service recipients and providers.
· Continuous quality improvement in the planning, coordination, and supervision of therapeutic service delivery.
· Continuous enhancement of the capabilities of heads, managers, and staff through optimal utilization of available resources.
· Capacity building and creating a suitable platform for conducting and utilizing applied research.
· Developing a comprehensive health information and statistics management system within the health system.
· Improving quantitative and qualitative health service indicators.
Brief Introduction to the Scope Covered by the Vice Chancellery for Treatment of Urmia University of Medical Sciences and Health Services:
The Vice Chancellery for Treatment of Urmia University of Medical Sciences and Health Services exercises continuous control, supervision, and evaluation over the provision of services in both university-affiliated and non-university medical centers, as well as medical institutions, private practices, rehabilitation centers, and diagnostic facilities located within the geographical area of Urmia city and the counties of West Azerbaijan Province.
Goals and Missions
1. Collection, review, and processing of activity and performance statistics of affiliated hospitals.
2. Organizing and providing reports related to the treatment sector's information for making sound managerial decisions.
3. Preparing performance indicators for the university's treatment sector, the detailed budget, and the university board of trustees for submission to relevant authorities.
4. Supervising and ensuring the accurate, timely, and complete registration of hospital information in the Avaab system (in three domains: hospital wards, equipment, and human resources).
5. Forecasting the human resource needs of affiliated units and taking action to meet them (project-based, contractual, employment).
6. Designing training programs in statistics and information technology to enhance the specialized skills of staff.
7. Collaborating in the implementation of the National Hospital Data Project with the Ministry and affiliated units.
8. Training on guidelines and developing required plans for the Statistics and Information Technology units of affiliated hospitals.
9. Investigating issues and problems related to the software and hardware of relevant units and taking action to resolve them (website, automation, network, and computers).
10. Collaborating in the design of required programs and software for the treatment sector.
11. Establishing and launching the Hospital Information System (HIS) in the province's treatment centers.
12. Accrediting the Statistics and Information Technology units of affiliated hospitals.
